In March 1985, the organization of the first credit cooperative in Northern Samar was initiated by fifteen professionally​​​​​​​​​​ trained and highly skilled personnel of Visayas Cooperative Development Center, Inc. (VICTO, Inc.), a Cebu-based non-government organization tapped by the AIDAB-NSIRDP to introduce cooperative development program in the province. The effort to organize Northern Samar Development Workers’​​​​​​​​​ ​​​​​​​​​Credit Cooperative was on the premise of giving Nortehanons an alternative socio-economic enterprise to alleviate them from the ranks of poverty, thus gradually helping them disprove some of the not so good impressions regarding the operational performance of some cooperative organizations then, the Samahang Nayons, Kilusang Bayans and the Rural Improvement Clubs (RICs).

 

After one year of operation, from initial members of 15, it soared up to 89, thus posting a total capitalization of P52,000.00 from an initial deposit of P3,060.00. Exactly after a year, NSDWCC obtained its juridical personality from the defunct Bureau of Agricultural Cooperative Development of the Ministry of Agriculture and Food under Registration No. R-VIII-FF-060. In 1989, barely 5 years since the organization, NSDWCC suffered from setbacks as a result of the phase-out of the AIDAB-NSIRDP program, which severely affected the operation of NSDWCC due to massive withdrawals from NSIRDP and MAF personnel, and some VICTO staff who were then affected due to trimming down of manpower made by the VICTO management.

 

The operational set-backs did not discourage the volunteer staff and officers of NSDWCC to continue its drive to push NSDWCC to attain greater heights against all odds.  Strategic Planning Workshops has been effected and capital build up mechanisms were instituted.  thease providedNSDWCC strength and stamina to strongly stand on its own once again.

In 1996, during its Annual General Assembly Meeting, the General Membership approved the amendments to its Articles of Cooperation and By-Laws, widening the area of operation from Catarman to the whole province of Northern Samar. It also opened the membership from institutional to Multi-sectoral, to include vendors, carenderia operators, small store owners, shop owners, peddlers, tricycle & pd-cab drivers, farmers, and others.Year 2000 was the realization of the long-cherished dream of NSDWCC to have its own 3-storey building located in the municipality of Catarman. This was constructed purely from the concerted efforts of the officers, staff and members through donations, special deposits and income-generating projects as intended. As NSDWCC grows, it has gained recognition from NGOs and financing institutions such as Land Bank of the Philippines (LBP) through availment of their Rediscounting Program, and on March 2002 NSDWCC was accredited by the People’s Credit and Finance Corporation (PCFC) as conduit/partner for Microfinance and later on by the National Livelihood Support Fund (NLSF) which has contributed to the livelihood development of its members and beneficiaries. On August 2, 2003, the Coop, through its Board of Directors, has signed a partnership agreement with CUES-Philippines and as a result of this agreement, NSDWCC adheres to the Model Credit Union Building (MCUB) Principles espoused by the World Council of Credit Unions (WOCCU), implemented by the Credit Union Empowerment & Strengthening (CUES) Project in the Philippines, and funded by the United States Agency for International Development (USAID).

 

Today, on its 25th years of operation, membership has soared to 4,548. NSDWCC has posted total assets of Php 148 M, with a total Share Capital of Php 48M, and Savings & Time deposits of P493M. In order to bring its services closer to its clientele and through the collective efforts of its members, officers and staff, it has opened three (3) branches: one in the Balicuatro area (Allen, Northern Samar) and two (2) in the Pacific area (Laoang and Gamay, Northern Samar) and a Coopmart to service the consumer needs of the members. Likewise, the coop has recently purchased an 11 seater Nissan Urban to be used in the monitoring activities of the office personnel and officers. 

NSDWCC is the only multipurpose cooperative in the province that could compete with the traditional credit facilities and other financing institutions including commercial banks. 

Linkages with other secondary cooperatives, non-government institutions and agencies, provided more vigor to NSDWCC to effectively carry-out its avowed vision, mission and goal - that of attaining TOTAL HUMAN DEVELOPMENT through Cooperativism.
